State Republican parties mired in dysfunction

PORTLAND, Maine (AP) ? Plagued by infighting and deep ideological divisions, state Republican parties from Alaska to Maine are mired in dysfunction. Several state Republican leaders have been forced out or resigned in recent months, and many state GOP parties face financial problems and skeptical national leaders.

Democrats are not immune to such problems, but the conflicts on the Republican side highlight the tug of war over the GOP's future as national leaders work to improve the party's brand. At the same time, the Republican dysfunction raises questions about the GOP's ability to coordinate political activities in key battleground states ahead of next year's midterm congressional elections.

"There's been a lot of division and disharmony in the Republican Party," newly elected Maine GOP Chairman Rick Bennett told The Associated Press.

National GOP officials say help is on the way.

The Republican National Committee announced Wednesday that it has hired a dozen state directors to work closely with state parties, the first major step in GOP Chairman Reince Priebus' plan to erase the long-standing political advantage Democrats enjoy in some states.

Maine Republicans elected Bennett last weekend following the sudden resignations of the state GOP's top two officials. The former state Senate president inherited significant operating deficits and continued divisions between the party's moderate and libertarian factions, just as high-profile campaigns for governor and the U.S. Senate are beginning to ramp up.

Maine Republicans are not alone.

The Illinois state GOP chairman resigned in May after party moderates clashed with social conservatives over the chairman's support for gay marriage. The Alaska Republican Party is on its third chairman this year; party activists ousted the first two over fundraising concerns. The Minnesota GOP was without a chair for months early in the year and long has been troubled by financial issues.

And state parties in Nevada and Iowa are largely controlled by members of the GOP's libertarian wing, a group that's known for criticizing the very same Republican establishment leaders they're supposed to be cooperating with heading into the 2014 campaign season. Problems have been lingering for much of the past year.

"The job of a state party is to attack Democrats and build an infrastructure that helps elect more Republicans to state and federal office," said Ryan Williams, an aide to Mitt Romney's 2012 GOP presidential campaign. Williams, who worked closely with state parties during last year's campaign, said some "were so dysfunctional, mismanaged and crippled by infighting that national Republicans had to work around them and set up shadow organizations to build our ground game."

Republicans note that Democratic state parties also have faced dysfunction in recent months.

Alabama's state party has struggled to pay its bills and faced eviction earlier in the year, while Georgia's Democratic Party chairman resigned last month after being reprimanded by the state Supreme Court.

For Republicans in Maine and elsewhere, there are signs of improvement as more experienced political leaders take over for enthusiastic newcomers who have, in some cases, struggled with fundraising and logistics required to coordinate statewide political organizations.

The Republican National Committee is working to strengthen the state operations as well.

Priebus on Wednesday announced the addition of state-level directors in 12 states: California, Florida, Louisiana, Michigan, Montana, New Jersey, Ohio, Pennsylvania, Texas, Virginia, West Virginia and Wisconsin.

Their tasks include working with state parties to coordinate campaign efforts, planning GOP events across their states and collecting voter data, according to the RNC, which has more than 125 staffers already spread across the states, with many more hires expected by the end of the year.

"We're building the most expansive field program the GOP has ever seen, and we're doing it earlier than ever before," Priebus said. "Our state directors will play key roles in building a permanent field operation to be successful in elections this year, in 2014, in 2016 and beyond."

The first wave of hires is focused where the party faces high-profile elections in 2013 and 2014. Both Virginia and New Jersey feature gubernatorial contests this fall. And with the U.S. Senate majority at stake, Republicans are eyeing 2014 pickup opportunities in Montana, West Virginia and Louisiana.

In some states where new directors have yet to be hired, acute problems remain.

In Iowa, for example, the state GOP apparatus has become a reflection of the party's bitterly divided factions. Led by followers of libertarian-minded Ron Paul, the state party organization has quarreled with Republican Gov. Terry Branstad and disputed his strategy for state government and party affairs.

The stakes are high in Iowa, where the GOP has an opportunity to win the U.S. Senate seat long occupied by Democrat Tom Harkin, who is not seeking re-election.

In Minnesota, Republicans have been salivating to unseat two Democratic incumbents, Gov. Mark Dayton and Sen. Al Franken. But Republicans there are at their weakest political point in more than 30 years. They hold no major offices, are in the minority of both legislative chambers and haven't won a statewide election since Tim Pawlenty secured a second term as governor in 2006. Their candidate for Senate in 2012 mustered a bare 30 percent of the vote.

The Minnesota GOP has endured leadership shake-ups. Strife between old-guard members and Paul adherents lingers. And the GOP is struggling to get out from under a mountain of debt.

In Maine, Republicans are working to retain the governor's seat, although Gov. Paul LePage is expected to face a challenging re-election in a state that overwhelmingly supported President Barack Obama. Republican Sen. Susan Collins also faces re-election next year, although a serious challenger has yet to emerge.

"The Republican Party in Maine ? and certainly in other states ? is going through a period of redefinition," Bennett said. "I think people are ready to move beyond that and to find common ground within the party."

UK archbishop 'embarrassed' by church's links to payday loan firm

LONDON - The archbishop of Canterbury says the Church of England will examine indirect links to a payday loan firm he had criticized.

Archbishop Justin Welby told Britain's Total Politics magazine in an issue published this week that the church was ready to compete with payday lenders in hopes of putting them out of business.

He claims the firms, who offer small, short-term loans at sky-high interest rates, prey on the most vulnerable in society.

The Financial Times revealed today that church funds were invested in Accel Partners, an American venture capital firm that led payday lender Wonga's 2009 fundraising.

Welby told the BBC that the world was complex and that he was embarrassed by the revelations.

But he says he remains committed to helping support alternatives to the lenders.

Viking Jewelry Unearthed in Denmark

Several pieces of Viking jewelry, some of which contain gold, have been uncovered at a farm site in Denmark that dates as far back as 1,300 years.

Although the Vikings have a popular reputation as being raiders, they were also farmers, traders and explorers, and the craftsmanship seen in this jewelry demonstrates their artistic skills.

Archaeologists working with volunteers used metal detectors to find the jewelry in different spots throughout a farmstead on Zealand, the largest island in Denmark. The remains of the site, which is now called Vestervang, date from the late seventh to the early 11th centuries.

Finding such lavish goods at such a modest farm site poses a puzzle, the archaeologists said. The reason why the farm site would hold such treasure may lie in a legendary site located nearby. [See Photos of the Sparkling Viking Jewelry]

Heart-shaped animal head

The "most spectacular" example is 2.9 inches (73 millimeters) long and shows an image of a heart-shaped animal head with rounded ears and circular eyes, writes archaeologist Ole Thirup Kastholm, of the Roskilde Museum, in a paper published in the most recent edition of the Danish Journal of Archaeology. The piece, made of copper alloy, may be part of a necklace.

"The neck is covered by a beadlike chain," Kastholm writes. "Above the creatures forelegs, there are marked elbow joints and three-fingered paws or feet, which awkwardly grasp backwards to what might be hind legs or wings." The object probably had three similar images originally, but only one survives.

In addition to the animal image, the item, possibly a pendant, also shows three masked figures, each with a "drooping moustache." A "circular mark is seen between the eyebrows and above this, two ears or horns emerge, giving the humanlike mask an animal character," Kastholm writes.

He said that the animal image itself seems to be anthropomorphic, something not unusual in Viking age art. "Some of these anthropomorphic pictures, though, might be seen as representations of 'shamanic' actions, i.e. as mediators between the 'real' world and the 'other' world," Kastholm wrote in an email to LiveScience. He can't say for sure who would have worn it, but it "certainly (was) a person with connections to the elite milieu of the Viking age."

A golden Christian mystery

Another mysterious piece of jewelry found at Vestervang depicts a Christian cross and appears to have been created in continental Europe sometime between A.D. 500 and 750, predating the Viking-age farm site. [In Photos: New Viking Voyage Discovered]

"The decoration consists of a central wheel cross in relief, with inlaid gold pressed into a waffle form. The waffle gold is in some areas covered with transparent red glass or semiprecious stones and forming an equal-armed cross," writes Kastholm in the paper.

How the artifact arrived at a pre-Christian Viking-age farm site is a mystery. A Christian traveler may have brought it to Vestervang, or a non-Christian person at the site may have acquired it through exchange. The item would have been used as a brooch, and Kastholm said a female of "high rank" perhaps wore it on her dress.

It "tells us about close relations and networks between Southern Scandinavia and the European continent in late Iron Age, before the time of Christianization," Kastholm wrote in the email.

Rich jewelry at a modest site

These discoveries leave researchers with a mystery. What is such rich jewelry doing at a modest agricultural settlement???

The answer may lie in a legendary site, named Lejre, which is located about 6 miles (10 kilometers) south-southeast of Vestervang, no more than three hours away by foot and boat.

"Legend has it that this was the place where the first Danish dynasty, the Scyldings, had its royal seat," writes Tom Christensen, also of the Roskilde Museum, in an article published in the book "Settlement and Coastal Research in the Southern North Sea Region" (Verlag Marie Leidorf, 2010). He notes that some members of this dynasty even appeared in the famous poem "Beowulf."

Archaeological research has revealed that Lejre appears to be a rich site. In 1850, a hoard consisting of "four silver vessels, a whetstone, a weight, a necklace and a disk-shaped silver ingot" was found in the nearby hills, Christensen noted. A monument 282 feet (86 meters) long made of rocks arranged in the shape of a ship was also reconstructed in later excavations.

The presence of this elite site close to Vestervang may explain the presence of the newly found rich jewelry, Kastholm writes. In the 1960s, there was vast residential development in the area of Vestervang, but maps that predate the development show two villages near the site with "Karleby" in their name, something that may signify that the area was given to retainers of Lejre's ruler.?

"The old Scandinavian term karl, corresponding with the old English ceorl, refers to a member of the king's professional warrior escort, the hir?," Kastholm writes in the journal article.

Together, the rich jewelry finds at Vestervang, the site's proximity to Lejre and the presence of two nearby villages with the names "Karleby" reveal what life may have been like at Vestervang.

It "seems probable that the settlement of Vestervang was a farm controlled by a Lejre superior and given to generations of retainers, i.e. to a karl of the hir?," Kastholm writes. "This would explain the extraordinary character of the stray finds contrasting with the somewhat ordinary traces of settlement."

Galaxy's Robbie Rogers working to get back up to speed on field

Now that he's made sports history, can the Galaxy's Robbie Rogers make some plays?

Rogers has yet to reach his full playing potential since making his Galaxy debut May 26, becoming the first openly gay male athlete to compete in one of the five major U.S. professional team sports.

The 26-year-old midfielder from Huntington Beach had left soccer for several months before joining the Galaxy, but he is improving as his team seeks its third consecutive Major League Soccer championship.

Rogers played the full 90 minutes of a game for the first time in helping the Galaxy to a 2-0 win over FC Dallas at StubHub Center a week ago. Rogers had his first assist in that game, and twice narrowly missed scoring his first Galaxy goal.

But then Rogers played only 70 minutes Saturday in the Galaxy's 2-1 loss to the Portland Timbers, as Galaxy Coach Bruce Arena pulled Rogers for a substitute in hopes of sparking another goal.

"Every game I'm making progress," Rogers said. "It's going to take a few more 90s," or full games, and "that's when you really have to push it and stretch for those extra bits of energy."

Rogers revealed he is gay in February, during a period when he had all but quit the game after his career began declining. "I thought I was done," he said.

Twice a high school All-American at Santa Ana Mater Dei, Rogers played for the U.S. national team, the MLS' Columbus Crew and two European teams. In December he parted ways with Leeds United of England and stopped playing.

But in April the Galaxy asked the Chicago Fire, which owned Rogers' MLS rights, if Rogers could train with the Galaxy.

"I had no goals in mind," Rogers said. But soon a trade was made, with him joining the Galaxy and Mike Magee going to Chicago.

Given his layoff, however, Rogers' fitness and performance lagged those of his teammates. He also had to learn how to play with those new teammates.

Six weeks later, Rogers has built up his stamina, but he's still "in a position where he's coming out of preseason [training], so he has to catch up to the rest of the group," Arena said.

"We've seen that even with a player like Landon" Donovan, who took an extended sabbatical before rejoining the Galaxy in late March, Arena said. "It took Landon a long period of time to get up to speed with the rest of the team, and that's been the case with Robbie as well."

As for the 5-foot-10, 165-pound Rogers, "over the last couple weeks we've seen him make some good progress, and we're hopeful it continues," Arena said.

Galaxy forward Robbie Keane said that now that Rogers' historic step of speaking out about his sexual orientation is behind the team, the players needs Rogers in peak form for a full game. "Whatever happens off the field is none of my business as long as he's doing the business on the field, which he's doing," Keane said.

Rogers is using his fame to discuss his decision to come out publicly as gay. For instance, he's on the latest cover of the sports issue of Out magazine, a gay publication. "I realized that with the platform I have, that it would be nice to do the interview and kind of speak about my experiences," Rogers said.

But on the pitch, Rogers' sexual orientation has "never been an issue with us," Arena said. "The issue is: Can he help us on the field?"

VideoLAN's original VLC for iOS had a brief and rocky history: open source licensing quirks led to the media player being pulled from the App Store just months after launch. More than two years later, it's back with a compatible license -- and it's bringing a slew of new features in return for the wait. VLC 2.0 supports all the file formats of its desktop counterpart while throwing in AirPlay, background audio, network streaming and numerous smaller tweaks. It's also better suited to sharing with support for Dropbox, the iOS sharing prompt, web downloads and WiFi uploads. The revived VLC app is gradually rolling out now, and its source code should be available for tinkering by July 19th.

Water Main Break Leaves Customers Without Water in College Park

GREENBELT, Md. (CBSDC) -?A water main break has left as many as twenty customers without water in College Park.

Washington Suburban Sanitary Commission says the break in the 24-inch water main occurred at the Beltway Plaza Mall in the 500 block of Branchville Road around 6 a.m.

The main has been shut down and could take anywhere from 12 to 16 hours to repair.

Crews have not yet arrived on the scene to begin repairs.

(AP) ? A teenager in the Asiana Airlines crash was killed when she was struck by a vehicle at the scene, a coroner said Friday.

San Mateo County Coroner Robert Foucrault disclosed the findings of his autopsy on 16-year-old Ye Meng Yuan, a Chinese student.

Foucralt said she died of multiple blunt injuries consistent with being run over by a motor vehicle. He did not say what that vehicle was.

San Francisco Fire Chief Joanne Hayes-White said officials believe the girl was struck by a specialized fire vehicle.

"It's very difficult and devastating news for all of us," Hayes-White said.

Authorities confirmed last week that Yuan was hit by a vehicle racing to extinguish flames that broke out on the Boeing 777.

Police said she was on the ground and covered in fire-retardant foam that rescuers had sprayed on the wreckage.

Ye Meng Yuan and her middle school classmate, 16-year-old Wang Linjia, died on July 6 at San Francisco International Airport. The other victim, 15-year-old Liu Yipeng, died at a hospital July 12. Dozens of others were injured.

Yuan and Linjia were students at Jiangshan Middle School in Zhejiang, an affluent coastal province in eastern China, Chinese state media has reported.

Apache getting $3.75B in Gulf of Mexico asset sale

HOUSTON (AP) ? Apache Corp. says it will sell its Gulf of Mexico shelf operations and properties to private equity firm Riverstone Holdings for $3.75 billion in cash.

The oil and gas exploration and production company says Riverstone's Fieldwood Energy unit will assume the obligations for the eventual retiring of oil production for the properties. Apache estimates those obligations at $1.5 billion. It expects the deal to close Sept. 30.

Fieldwood Energy says the assets have 239 million barrels of oil equivalent in proved reserves. The companies will investigate deep exploration opportunities. Apache says production from shallower assets has become harder to achieve.

The company said earlier this year that it planned to divest $4 billion in assets and focus on newly acquired properties. Apache wants to reduce debt and repurchase shares.

Russia Is Building an Inflatable Space Module of its Own

RKK Energia, the manufacturer of the Soyuz spacecraft and the prime contractor on the Russian part of the International Space Station, quietly published in its annual report last week details on an innovative inflatable space habitat.

Wrapped into multilayered synthetic skin instead of metal, the expandable module could be attached to the Russian part of the International Space Station and inflated like a beach ball, providing greater comfort for the crew and extra room for yet-to-be-disclosed experiments, RKK Energia's report said. Thanks to its compact size during the launch (the most expensive phase of any space mission), inflatable structures promise to deliver much more habitable volume per unit of mass than the one available inside the traditional spacecraft. According to Russian researchers, inflatable modules will provide three times more volume and 1.5 more surface area per unit of mass than traditional metal structures. Also, inflatable modules promise lighter and better micrometeoroid and radiation shielding than would metal spacecraft.

The Russian company began work on this exotic technology in 2011 using its own funds and is currently working on a scaled-down prototype. Eventually, RKK Energia hopes to get a contract from the Russian space agency, Roscosmos, to build the full-scale inflatable habitat. RKK Energia did not disclose any details about the composition or properties of the skin comprising its flexible structure beyond saying it would use domestically produced materials.

An official representative of RKK Energia, Anatoly Khabarov said in an email to PopMech that "? unfortunately, at present, our developers can not provide anything for publication." However documents we obtained show that the company had initially considered fitting the inflatable structure into its 7-ton Progress cargo ship, which has been routinely used to deliver supplies and propellant to the ISS. In the past, the Progress was also successfully employed to deliver new modules to the orbiting outpost.

A Short History of Space Inflatables

Although inflatable structures had never been widely used in space, they have attracted the attention of space architects since the dawn of the space era, as the most effective and economical way of creating a large pressurized habitat.

The USSR pioneered inflatable structures in space with a flexible air lock that was launched aboard the Voskhod-2 spacecraft in 1965. During that historic mission, the inflatable design enabled the world's first space walk, by Soviet cosmonaut Alexei Leonov. Soviet engineers also used inflatable airbags to soften landings of its early lunar probes. More recently, a Russian firm tried (with mixed results) to return cargo from orbit using an inflatable heat shield. (One small experimental cargo did return to Earth successfully in 2000, but a larger inflatable device was lost during the reentry, and several further reentry attempts were aborted due to launch failures.)

It was NASA's Johnson Space Center, though, that has come closest to launching a manned inflatable module, to be called Transhab. Conceived as living quarters of a Mars-bound spacecraft, Transhab was intended to ride on the shuttle to the ISS to demonstrate the feasibility of inflatable technology. But because of financial and political problems, Congress killed the maverick project in 2000.

Since then, Nevada-based firm Bigelow Aerospace had acquired NASA's engineering heritage in the hope of building an orbital hotel for space tourists and commercial researchers. Bigelow's near-Earth facility would be comprised of several inflatable structures whose scaled prototypes had been successfully boosted in orbit in 2006 and 2007?ironically, aboard converted Russian ballistic missiles. Bigelow is also working with NASA to add a small inflatable structure to the American segment of the ISS that would stay in place for at least two years. The module is currently scheduled to ride to the station aboard a SpaceX Dragon spacecraft in the summer of 2015.

The Hurdles

When we asked a Bigelow Aerospace representative about the news of these Russian plans, the reaction was a combination of surprise, excitement, and competitive spirit.

"It is a first time I've heard of this, I am very surprised ? wow!" Michael Gold, director of D.C. operations and business growth at Bigelow, told PopMech. "That would be outstanding [if Russia succeeds in the development of such a vehicle] ? it is a great technology and I am glad to see that if the world adapts it, it will really help space exploration and lower its cost, which, obviously, is really important in this fiscally constrained environment."

Gerard Valle, a specialist in inflatable structures at Johnson Space Center and veteran of the Transhab project, agreed that inflatable technology provides favorable volume-to-mass ratio when compared to traditional metal spacecraft. At the same time, he warned, developers still face major technical risks and high costs.

The biggest hurdle for inflatable habitats, Valle says, particularly those that would house humans in space, is overcoming "creep"?the slow deformation of a structure under stress. "We have a whole program with Langley (space center) to show that those materials are good (on creep issues)," Valle said, "(This problem) is common for all materials and you have the same concern with metal structures, but it is definitely a concern with inflatables and you have to understand it and you have to prove it." NASA scientists made special effort to come up with innovative methods of testing which could simulate decades of stress in just a few years or even months, Valle says.

Extreme temperatures in space would present additional hurdles. "If you are at the cold temperatures for the very long time, the module's flexible bladder will crack," he says. "Therefore you have to make sure that it either has heaters or you have a really good bladder."

Valle says only deep-space missions, such as an expedition to Mars, would ultimately justify the technical risks and expenses associated with inflatable spacecraft': "If you're just going to low Earth orbit, you can probably get by with a metal can."

Up to Speed

After a nearly decade-long hiatus caused by years of economic problems in the country after the collapse of the Soviet Union, numerous Russian space projects have been revived. RKK Energia's engineers are currently putting finishing touches on the 20-ton multipurpose laboratory that is scheduled to join the ISS before the middle of the next year. It would be followed within a year or two by an innovative Node Module, equipped with six docking ports for multiple "plug-in" spacecraft. RKK Energia recently released images of the flight version of the globular-shaped spacecraft being assembled at the company's workshops. With the Node Module's projected life span of several decades, Russian engineers would have practically unlimited opportunities and plenty of ports to expand their part of the space settlement with additional laboratories and habitats, including some inflatable.

Given the late start in the assembly of the Russian segment, the nation's space officials hinted that they had been considering separating the newest Russian modules of the outpost and leaving it in orbit after the deorbiting of the main portion of the ISS currently expected at the beginning of the 2020s.

Walnut eaters reduce risk of dying from heart disease or cancer by nearly fifty percent

(NaturalNews) Heart disease and cancer in all their different forms take the lives of nearly three-quarters of all men, women and children in the US each year. Yet thousands of well constructed research bodies have shown that most chronic diseases can be prevented by making simple lifestyle changes including diet, smoking, physical activity and exposure to toxic household and environmental pollutants through our early and middle adult years. Specific foods and nutrients such as resveratrol, curcumin, green tea and leafy greens have demonstrated specific properties that help to prevent and fight cardiovascular disease and cancer, and should be included as part of your regular daily diet and supplement plan.

A research study team based in Spain has published the result of their research in the journal, BMC Medicine that explains that those who eat nuts more than three times a week had a reduced risk of dying from cancer or cardiovascular disease than non-nut eaters. To conduct their research, scientists looked at the effect on the prevention of cardiovascular disease when the participants were put on a Mediterranean diet with extra nuts and extra virgin olive oil, compared with a control group following a low-fat diet.

The scientists analyzed more than 7,000 people aged between 55 and 90 years, and divided them into two groups based on adherence to a Mediterranean style diet that included nuts, and especially walnuts, or those following a low-fat diet. The team found that people who eat more than three servings of nuts (1 serving equal approximately one ounce) a week had a 55 percent lower risk of death from cardiovascular disease and a 40 percent reduced risk of death from cancer.

Lead study author, Dr. Jordi Salas-Salvad commented "How nuts are able to prevent premature mortality is not entirely clear, nor why walnut should be better for you than other nuts. Walnuts have particularly high content of alpha-linoleic acid and phytochemicals..., along with fiber and minerals such as calcium, magnesium and potassium, may contribute to their healthy effect." Past studies have demonstrated that walnuts in particular are a beneficial part of a healthy diet and are the best source of antioxidants, containing twice the amount as normal nuts.

Researchers also note that people who ate nuts had a lower body mass index and smaller waist. Further, this group was found to be more physically active and less likely to smoke. The study authors conclude "Questions about specific constituents, amount, duration and type of nuts to be consumed remain to be elucidated. Meanwhile, we might need to focus on the question of how to better promote nut consumption in the population and sustainably integrate it into the daily diet." Nutrition experts recommend replacing one daily serving of fruits and vegetables with a one ounce serving of raw nuts to significantly lower the risk of dying from heart disease and cancer.

MEXICO CITY ? A newspaper in the southern state of Oaxaca says one of its police beat reporters has been found dead.

El Imparcial newspaper condemned the killing of reporter Alberto Lopez, who was found Wednesday along with another unidentified man on a street in Oaxaca City.

The daily demanded authorities conduct a thorough investigation and find those responsible for the slaying in a two-paragraph statement posted on its website.

Officials confirmed Lopez's body was found but wouldn't say how he was killed or why.

Oaxaca state has remained mostly free of drug-related violence that has affected other areas of Mexico, where journalists have been targeted.

The National Human Rights Commission says at least 84 journalists have been killed in Mexico since 2000.

(AP) ? A high-level meeting of senior Palestinian leaders called to discuss U.S. Secretary of State John Kerry's latest peace proposal ended without a decision on Thursday, casting a cloud of uncertainty over months of American mediation efforts.

Palestinian President Mahmoud Abbas convened Thursday's gathering after a lengthy meeting with Kerry earlier in the week. While Kerry has not publicized details of his plan, the Arab League's decision Wednesday to endorse his proposal raised speculation that the Palestinians would agree. Abbas traditionally has sought the blessing of his Arab brethren before making any major diplomatic initiative.

After the meeting, participants gave mixed accounts and said many potential obstacles lay ahead. A committee headed by Yasser Abed Rabbo, a top aide to Abbas, was set to meet later Thursday for more discussions.

"There are currently no plans for an announcement on the resumption of negotiations," Jen Psaki, a spokeswoman for Kerry, told reporters in neighboring Jordan. An Israeli Cabinet minister said no deal was imminent.

Kerry had originally been scheduled to leave the region Thursday but delayed his departure by a day to continue his efforts.

Kerry has been shuttling for months in search of a formula to allow resumption of talks after a nearly five-year break. Talks have been stalled since late 2008, with the status of Israeli settlements at the heart of the deadlock.

The Palestinians have demanded that Israel stop building in settlements in the West Bank and east Jerusalem, territories captured in the 1967 Mideast war that the Palestinians claim for a future state, before talks can resume. They also say Israel should agree that its pre-1967 lines should be the basis of a final border, with modifications reached through agreed "land swaps."

Israeli Prime Minister Benjamin Netanyahu has rejected the Palestinian demands, saying talks should begin without preconditions.

Some of the participants at Thursday's meeting described Abbas as upbeat and leaning toward accepting Kerry's proposals. Others said the plan falls short of what the Palestinians want.

"What was proposed by Secretary Kerry is vague and doesn't meet the Palestinian demands," said Wasel Abu Yussef, a member of the Palestine Liberation Organization's executive committee who was in the meeting. "The American administration is committed to the two-state solution on the basis of the 1967 borders with agreed-upon swaps. But it doesn't have Israeli acceptance for this."

Ahmed Majdalani, another executive committee member, said Kerry has proposed holding talks for six to nine months focusing on the key issues of borders and security arrangements.

He said Kerry would endorse the 1967 lines as the starting point of negotiations, and assured the Palestinians that Israel would free some 350 prisoners gradually in the coming months. The prisoners would include some 100 men that Israel convicted of crimes committed before interim peace accords were signed in 1993. Israel has balked at freeing these prisoners in the past because many were convicted in deadly attacks.

Although the plan does not include a settlement freeze, it was not clear whether Israel would accept any reference to the 1967 lines.

Israeli Cabinet minister Yair Lapid said it was "too early to say" whether Kerry had found a formula for talks.

"Secretary Kerry has done a tremendous job in trying to put both sides together," he told The Associated Press. "Of course Israel is more than willing and has expressed its agreement to go back to the negotiation table, but apparently it's going to take a little more time."

While Israel has balked at Palestinian demands, the international community has largely rallied behind the Palestinian position on borders and Jewish settlements.

In a show of displeasure over the settlements, the European Union announced this week it would stop providing research and cooperation grants to Israeli entities that operate in the occupied territories. Israeli leaders condemned the decision.

On Thursday, Israeli President Shimon Peres urged the EU to reconsider the ban, saying it could undermine Kerry's efforts.

Peres urged the EU to "give priority to peace" and warned the ban "could cause another crisis."
