A woman running a day care center out of her apartment. Drug dealers, sex workers, unlicensed street food vendors. A plumber who deals only in cash or a farmer who trades food for help with the harvest.

What do they all have in common? They're part of the "shadow economy." Also known as: the underground economy. Pick an adjective, any adjective: informal, gray, black market, under-the-table, hidden, unobserved. There are many different names for the realm where taxes aren't paid, labor laws are ignored, and cash is king. But on at least one point most observers agree: the shadow economy -- in the U.S. and abroad -- is growing. And that's not healthy. In a shadow economy, workers are often unsafe and ruthlessly exploited, while governments are deprived of crucial revenue -- yet still forced to foot the bill for essential services.

In an era of seemingly permanent high unemployment -- what some call the "new normal" -- the shadow economy is where people end up after having been downsized or forced out of their homes or displaced by globalization. And while the shadow economy does offer opportunities for survival -- and even a modicum of upward mobility -- for desperate people in desperate times, it's also proof that capitalism as we know it just isn't working. Once upon a time, underground economies were seen as a problem for developing nations that hadn't figured out either democracy or how to manage an economy. But now, increasingly, the shadow economy is a developed world problem -- contributing to a growing disenchantment with the political process, and a growing sense that workers are on their own, scrambling for ever smaller pieces of pie at the bottom while those on the top consolidate their gains.

Both the shadow economy's size and speed of growth, however, are uncertain. When a sector of the economy's essential attribute is that it doesn't show up in the numbers collected by government or reported by employers, we're dealing, right off the bat, with an entity that is fundamentally hard to quantify. We don't even know, for sure, what the impact of the Great Recession has been on the shadow economy in the U.S. High unemployment has clearly forced workers to do whatever they can to get by, but it has also resulted in a stark decline in illegal immigration -- which, in the past, has been considered one of the biggest contributing factors to the growth of the shadow economy.

But most of all, we don't know exactly why the shadow economy is growing. On the one hand, conservatives and libertarians see the rise of underground economies as a necessary (and justified) response to high taxes and excessive regulation. The bigger the heavy hand of government, the harder people -- both workers and employers -- will try to escape. The "coercive power of the state," as Friedrich Hayek liked to say, is the enemy of true liberty.

Progressives and labor organizers have a diametrically opposed view: Globalization and deregulation have smashed the traditional employer-employee relationship, they say. In the dog-eat-dog world of global competition, the rules on the books are no longer being enforced and workers everywhere are getting squeezed. That construction worker willing to cut you a discount if you pay cash for your new porch is in part responding to pressures exerted by China and the global triumph of capital over labor. That shantytown bike mechanic hasn't been liberated from the state; he's been cut off from true participation in an economy that will allow him to prosper.

As Peru's Hernando de Soto, one of the first economists to truly appreciate the importance of the shadow economy, has emphasized repeatedly, the real challenge isn't necessarily to remove regulations, but to find ways to legitimize what's already happening, to make it easier for the dispossessed to move out of the shadows.

Watching Washington politicians demagogue about deficits and job creation while they drown the nation in endless partisan squabbling isn't getting us any closer to understanding what's really pushing the growth of the underground economy -- or pointing us towards a possible solution. Horse-race coverage of the latest government shutdown idiocy seems less and less connected to the everyday challenges of everyday lives. "We have to wake up to the world that we live in," says Martha Chen, a lecturer in public policy at Harvard's Kennedy School of Government who has studied the informal economy.

And that means paying attention to the street. So today, Salon, in partnership with New America Media, is launching a new series, "Inside the Shadow Economy." The first goal is to get a closer look at the people who make up the shadow economy. Their stories, their lives, will help illustrate some of the larger questions -- why and how this is all happening.

Beyond that, the greater challenge is to figure out what we can do about it. Resurrecting the power of labor in a globalized world is a monumental task -- it is decidedly unclear whether any single nation can do it on its own. But organizing a global worker's movement seems an equally quixotic enterprise. Refocusing government on the dire situation on the ground will require grass roots pressure and the smashing of outdated partisan paradigms. Finding ways to legitimatize the shadow economy while protecting workers from abuses may even demand that the developed world take some lessons from the experience of emerging nations. With economic growth sagging everywhere, it's going to be an uphill battle. But that doesn't mean we should stop looking for solutions, and we'll be exploring potential paths forward in this series.?

Because if there's one thing that the stories of the shadow economy do tell us, it's that no matter how dire the situation, people will find a way to make it through the day. Change does happen. It might come from the street, instead of Washington, and it may need encouragement, instead of scorn. But disenfranchised will, eventually, find their voice. The sooner we hear it, and act, the better off we'll all be.

What is the shadow economy?

The standard estimate of the current size of the shadow economy in the United States ranges from around 8-10 percent of total GDP -- in 2010, an amount equal to around $1.4 trillion. In California alone, lawmakers are quick to cite numbers that place the underground economy at anywhere between $60 billion and $150 billion. But the critical issue isn't the overall size, but instead the rate of growth. One influential measurer of the underground economy, Austrian researcher Friedrich Schneider, pegged the U.S. shadow economy at 4 percent of GDP in 1970 and 9 percent in 2000. Others have concluded that the informal economy has been growing at a rate of 5 to 6 percent a year since the early 1990s -- faster than the "regular" economy.

Schneider is one of the more vocal advocates of the view that the size of the shadow economy is correlated with levels of taxation and regulation: "Countries with relatively low tax rates," he writes, "fewer laws and regulations, and a well-established rule of law tend to have smaller shadow economies."

But that doesn't quite jibe with historical trends in the U.S. over the past few decades, observes Pascale Joassart, a professor of geography at the University of California at San Diego and the co-author of a groundbreaking study of the growth of the "informal economy" in Los Angeles.

"The informal economy is growing," says Joassart, "but in the last 20 years, our economy has been deregulated and marginal taxation rates have gone down."

What's really going on, says Joassart, is that there has been "a restructuring of the economy which, in order to promote flexibility and global competitiveness, has led to greater reliance on part-time and contingent labor."

"This includes a large informal sector made up primarily of lower-skilled workers who are required to work (such as former welfare recipients) and immigrants who have limited protections," he says. "I would argue that it is a deregulation of the economy, including a decline in welfare programs and an increase in free trade and global competition, that has led to an increase in informal work in industrialized nations."

That deregulation, says Sara Flock, policy director at the California Federation of Labor, goes hand in hand with a failure to enforce the labor laws currently on the books. Flock acknowledges that one driving force in the growth of the shadow economy has been the desire of employers to avoid profit-cramping requirements like worker's comp, payroll taxes, minimum wages and overtime. But the difference now is that employers can easily get away with doing so, because no one is minding the store.

A study conducted by UCLA researchers in 2010, "Wage Theft and Workplace Violations in Los Angeles," reported that between "1980 and 2007, the number of minimum wage and overtime inspectors declined by 31 percent."

"And that's while the labor force is growing," says Flock. "The labor force grew by 52 percent but enforcement has declined by 31 percent."

"The underground economy has always existed," adds Flock, "and has always preyed on the most vulnerable workers -- immigrants, women, young people, and now increasingly seniors. But what's different now is that there has been a real erosion of the traditional employer-employee relationship. Employers are much more mobile and are using many different tools to make sure that they don't actually directly employ workers."

A selection from the wage theft study makes the point in even stronger terms:

Today, at the start of the twenty-first century, the nation is facing a workplace enforcement crisis, with widespread violations of many long established legal standards. The crisis involves laws dating back to the New Deal era that require employers to pay most workers at least the minimum wage and time-and-a-half for overtime hours and that guarantee employees' right to organize and bring complaints about working conditions. Also violated frequently are more recently established laws that were designed to protect workers' health and safety, laws that require employers to carry workers' compensation insurance in case of on-the-job injury, and laws that prohibit discrimination on the basis of age, race, religion, national origin, gender, sexual orientation, or disability.

High unemployment, unsurprisingly, has also been correlated with a larger informal economy. But what's interesting, says Joassart, is that in the past, the informal economy rose and fell in a cyclical pattern. In a recession, the informal economy would grow, but when the economy returned to health, it would decline. That pattern is no longer visible. Since 1990, the shadow economy keeps growing, irrespective of what's happening in the business cycle.

Welcome to the 21st century! The bottom line: Globalization has substantially shifted the relative power of labor and capital.

"What you have had is a huge labor injection of labor from China and India and all of that," says Martha Chen, "and you haven't had a commensurate injection of capital. So the labor-to-capital ratio is at a point where capital is really in the driver seat."

That's the ideological mathematics that explains both "the new normal" and the shadow economy.

When capital is in the driver's seat, government is no longer enforcing labor laws, and unemployment is high, workers have no leverage. Opportunities for jobs with benefits and good pay decrease, and everyone is forced to scramble for whatever is available. Increasingly, that means work that is completely outside the regulated sector. Work that is found in the shadow economy.

WASHINGTON ? The White House says the Obama administration's "reset" of relations with Russia will continue if Vladimir Putin returns to the presidency.

National Security Council spokesman Tommy Vietor said Saturday that "the reset has always been about national interests and not individual personalities."

Putin was sometimes harshly critical of the United States and relations with the U.S. eroded during his second presidential term. President Dmitry Medvedev, elected in 2008, was Putin's protege and hand-picked successor but cultivated a more pro-Western image.

President Barack Obama made restoring ties with Russia a priority. Medvedev signed the New START treaty with the U.S. limiting nuclear arsenals, opened Russian routes for U.S. supplies to Afghanistan and agreed to toughen UN sanctions against Iran.

Prime Minister Putin remained Russia's most powerful political figure during Medvedev's single term in office. Medvedev is expected to become Putin's prime minister after the March election.

Palestinians want statehood bid decided in two weeks (Reuters)

RAMALLAH, West Bank (Reuters) ? The Palestinians want the United Nations Security Council to decide on their bid for full membership of the world body within a fortnight, a leading official in the Fatah movement of President Mahmoud Abbas said Saturday.

"Palestinians will wait two weeks for Security Council to consider application for membership," the official, Azzam al-Ahmad, was quoted telling the official Maan news agency in English.

Lebanon's U.N. ambassador said the Security Council would convene Monday to discuss the application after Abbas presented it to U.N. Secretary-General Ban Ki-moon Friday.

"I circulated the letter (Palestinian application) to all members of the Security Council and I called for consultations in light of this letter Monday at three in the afternoon (3 p.m. EDT)," Ambassador Nawaf Salam told reporters.

Ahmad did not elaborate on what course of action the Palestinians would pursue if the Security Council rejected the request, a likely scenario considering the United States has said it will veto the move.

Abbas's statehood bid reflects his loss of faith after 20 years of failed peace talks sponsored by the United States, and alarm at Israeli settlement expansion in occupied land that Palestinians want for a state.

Apart from the U.S. veto threat, it was also unclear if the required nine of the body's 15 members would support the bid.

Palestinian Foreign Minister Riad al-Maliki told national radio that officials were still hoping to garner the required votes.

"Consultations continue, especially with Gabon, Nigeria and Bosnia-Herzegovina, which have yet to define their position," Maliki was quoted as saying.

ALTERNATIVE ROUTE

Alternate to the Security Council, the Palestinians, who currently have observer status at the U.N., could ask for the General Assembly to vote to upgrade them to a non-member state which would allow them membership of a number of U.N. agencies.

The General Assembly vote requires only a simple majority of the current 193 member nations, seemingly an easy proposition for the Palestinians.

In his speech to the General Assembly Friday after presenting the request, Abbas said: "I do not believe that anyone with a shred of conscience can reject our application ... and our admission as an independent state."

But Israeli Prime Minister Benjamin Netanyahu, who spoke shortly after Abbas, said peace could be achieved only through negotiations and dismissed the world body as a "theater of the absurd."

Shortly after the two men ended their speeches, the quartet of Middle East peace negotiators -- the United States, Russia, the European Union and the U.N. -- issued a call for a return to direct peace talks which U.S. Secretary of State Hillary Clinton said was a "concrete proposal."

"The United States is very pleased that the Quartet was able to issue a statement today with a concrete and detailed proposal to begin a negotiation between the Israelis and the Palestinians without delay or pre-condition," she said.

Abbas accepts negotiations are still necessary, but argues statehood will put Palestinians on a more equal footing. Israel sees the U.N. bid as an attempt to erode its own legitimacy.

Palestinians want to establish a state in the Gaza Strip, a coastal enclave controlled by Islamist Hamas who are opposed to peace talks, and in the West Bank with East Jerusalem as the capital, land Israel captured in a 1967 Middle East War.

Grammy-winner Hudson, a former "American Idol" contestant, won an Oscar for her role in the 2006 movie musical "Dreamgirls."

The tribute concert comes more than two years after Jackson, 50, died in Los Angeles from an overdose of the surgical anesthetic propofol.

But the venture has been plagued by problems, including criticism by some Jackson fans and the official administrators of Michael Jackson's estate over the line-up, ticket prices and confusion over charity donations.

The concert will take place during the trial in Los Angeles of Jackson's personal physician, Dr. Conrad Murray. Prosecutors have charged Murray with responsibility for Jackson's death and accused him of administering a lethal dose of anesthetic to help the singer sleep. Murray has pleaded not guilty.

Opening arguments are scheduled to begin on September 27 in the four to six week jury trial.

PHILADELPHIA (CBS) ? A Philadelphia city council member is continuing his effort to reign in what he says are unsightly satellite tv dishes on row home roofs, much to the industry?s chagrin.

City Councilman Darrell Clarke has again amended his measure that regulates the placement of satellite dishes in Philadelphia. The dishes would have to be colored to match the rooftop, but Clarke says this applies only to new dishes and the coloring would be the installer?s, not the homeowner?s, responsibility.

?We?re not asking people to go out and paint the existing dishes,? Clarke says. ?We?re saying (to the companies) as you move ahead in your production models, simply have those dishes camouflaged.?

Dish Network is notifying customers by email and its website to oppose the bill.

Clarke says he?s moving ahead anyway, ?Having these satellite dishes on the facades of properties when they don?t have to be there is something we don?t think is acceptable. So we?ve been working with the industry, we?ve been trying to get a compromise. But we, at this point, we?ve been unable to do that, so we?re moving ahead with legislation.?

A final vote is expected on October 6th.

A statement from the Satellite Broadcasting and Communications Association, representing both Dish Networks and DirecTV, described Clarke?s bill as ?Orwellian,? ?bad public policy? and illegal under FCC regulations.

That's how he came to learn his organization had been hit by what prosecutors describe as a small team of sophisticated thieves and hackers that hit dozens of businesses over the past few years. In some cases, they chose their victims simply by driving around and picking up their wireless Internet signals; in others, they broke in the old-fashioned way, mainly for the purpose of installing malicious computer software on company networks, prosecutors said.

Joshuah Allen Witt, Brad Eugene Lowe and John Earl Griffin are charged in a 10-count federal indictment unsealed this week accusing them of aggravated identity theft and other charges. Lowe and Griffin have pleaded not guilty; Witt is in state custody and is expected to soon be transferred to federal custody.

At least 53 Puget Sound-area companies were hit, with losses well into the hundreds of thousands of dollars. Investigators are still tallying, Seattle U.S. Attorney Jenny Durkan told a news conference Wednesday.

In some cases, prosecutors say that once the men hacked into the wireless hotspots or burglarized the businesses, they obtained financial data, hijacked payroll systems, stole the identities of employees and routed pay checks to accounts they'd set up in the employees' names.

Then, they gave themselves raises.

"Once the hackers are in the system, they have a smorgasbord" ? and can use the information to open bank accounts, compromise the personal credit information of employees, and access PayPal, Amazon and eBay accounts, said Assistant U.S. Attorney Kathryn Warma.

The defendants were so ingenious at masking their trail and destroying electronic evidence of their intrusions that sometimes employees of the victimized companies wound up being questioned as potential suspects, investigators said. And according to the indictment, they took over some companies' networks in such a way that they were able "to monitor the victim business's discovery and response to the network intrusion, to include eavesdropping on communications with law enforcement agents."

The men used the money on items including a Rolex watch and car engines, prosecutors said. They're also accused of buying a wealth of computer equipment ? including powerful antennas ? that could be used to further their hacking activities.

It wasn't immediately clear how police first linked the three to the hacking, but documents filed in federal and state court said the investigation began by August 2008, and the three were identified as suspects by late 2010, when all three were initially arrested. Two ? Lowe and Witt ? were charged with various burglaries in King County Superior Court. Griffin was arrested at a local wine bar when police said he tried to use stolen gift cards, but that case was never referred for prosecution, said Dan Donohoe, a spokesman for the county prosecutor's office.

Investigators said it helped that the businesses reported the intrusions promptly, and the U.S. Secret Service Electronic Crimes Task Force in the region was able to connect the dots among cases that seemed unrelated.

Witt, who has a criminal history involving escape, theft and other convictions, was also arrested for investigation of stolen property in 2007, but ignored orders to appear in court on that case. Nevertheless, when he was arrested again last December, the court gave him a 24-hour release in which to post bond. He didn't post bond or show up in court as ordered, and was taken back into custody in February.

After being released from custody in late 2010, Witt and Lowe continued burglarizing businesses, prosecutors said. They were re-arrested last Friday.

Lowe's attorney, Brent Hart, said it was too early to comment on the case.

An attorney for Griffin could not immediately be reached for comment.

No attorney has appeared on Witt's behalf in federal court.

The victimized companies included Eby's, a firm that helps universities capitalize on technologies they develop, and a downtown property management firm run by Mark Houtchens. Both said the costs of fixing the damage caused by the intrusions ? figuring out what happened and securing their computer networks anew ? have been severe.

"It's a pain in the neck, if not quite a bit lower," Houtchens said.

FACT CHECK: Are rich taxed less than secretaries? (AP)

WASHINGTON ? President Barack Obama makes it sound like there are millionaires all over America paying taxes at lower rates than their secretaries.

"Middle-class families shouldn't pay higher taxes than millionaires and billionaires," Obama said Monday. "That's pretty straightforward. It's hard to argue against that."

The data tells a different story. On average, the wealthiest people in America pay a lot more taxes than the middle class or the poor, according to private and government data. They pay at a higher rate, and as a group, they contribute a much larger share of the overall taxes collected by the federal government.

There may be individual millionaires who pay taxes at rates lower than middle-income workers. In 2009, 1,470 households filed tax returns with incomes above $1 million yet paid no federal income tax, according to the Internal Revenue Service. That, however, was less than 1 percent of the nearly 237,000 returns with incomes above $1 million.

In his White House address Monday, Obama called on Congress to increase taxes by $1.5 trillion as part of a 10-year deficit reduction package totaling more than $3 trillion. He proposed that Congress overhaul the tax code and impose what he called the "Buffett rule," named for billionaire investor Warren Buffett.

The rule says, "People making more than $1 million a year should not pay a smaller share of their income in taxes than middle-class families pay."

"Warren Buffett's secretary shouldn't pay a higher tax rate than Warren Buffett. There is no justification for it," Obama said. "It is wrong that in the United States of America, a teacher or a nurse or a construction worker who earns $50,000 should pay higher tax rates than somebody pulling in $50 million."

Buffett wrote in a recent piece for The New York Times that the tax rate he paid last year was lower than that paid by any of the other 20 people in his office.

This year, households making more than $1 million will pay an average of 29.1 percent of their income in federal taxes, including income taxes and payroll taxes, according to the Tax Policy Center, a Washington think tank.

Households making between $50,000 and $75,000 will pay 15 percent of their income in federal taxes.

Lower-income households will pay less. For example, households making between $40,000 and $50,000 will pay an average of 12.5 percent of their income in federal taxes. Households making between $20,000 and $30,000 will pay 5.7 percent.

The latest IRS data is a few years older ? and it's limited to federal income taxes ? but it shows much the same thing. In 2009, taxpayers who made $1 million or more paid on average 24.4 percent of their income in federal income taxes, according to the IRS.

Those making $100,000 to $125,000 paid on average 9.9 percent in federal income taxes. Those making $50,000 to $60,000 paid an average of 6.3 percent.

Obama's claim hinges on the fact that, for high-income families and individuals, investment income is often taxed at a lower rate than wages. The top tax rate for dividends and capital gains is 15 percent. The top marginal tax rate for wages is 35 percent, though that is reserved for taxable income above $379,150.

With tax rates that high, why do so many people pay at lower rates? Because the tax code is riddled with more than $1 trillion in deductions, exemptions and credits, and they benefit people at every income level, according to data from the nonpartisan Joint Committee on Taxation, Congress' official scorekeeper on revenue issues.

The Tax Policy Center estimates that 46 percent of households, mostly low- and medium-income households, will pay no federal income taxes this year. Most, however, will pay other taxes, including Social Security payroll taxes.

"People who are doing quite well and worry about low-income people not paying any taxes bemoan the fact that they get so many tax breaks that they are zeroed out," said Roberton Williams, a senior fellow at the Tax Policy Center. "People at the bottom of the distribution say, but all of those rich guys are getting bigger tax breaks than we're getting, which is also the case."

Treasury Secretary Timothy Geithner was pressed at a White House briefing on the number of millionaires who pay taxes at a lower rate than middle-income families. He demurred, saying that people who make most of their money in wages pay taxes at a higher rate, while those who get most of their income from investments pay at lower rates.

"So it really depends on what is your profession, where's the source of your income, what's the specific circumstances you face, and the averages won't really capture that," Geithner said.

Dodgers' Kershaw beats Giants 2-1 for 20th win

LOS ANGELES - Clayton Kershaw impressed just about everybody except himself in becoming the Los Angeles Dodgers' first 20-game winner in 21 years. Fittingly, his accomplishment came against a team he has dominated this season.

Kershaw improved to 5-0 against San Francisco with a 2-1 victory on Tuesday night that pushed the Giants closer to elimination from the NL West race.

Kershaw (20-5) allowed six hits and one run in 7 1-3 innings, walked two and struck out six to become the first Dodgers pitcher to go 5-0 against the Giants since Vic Lombardi in 1946. He did it on what would have been Lombardi's 89th birthday.

"Don't overthink it," Kershaw said of his strategy against the Dodgers' biggest rival. "You have a tendency sometimes when you face a team over and over to try to change things."

Four of those victories came against two-time NL Cy Young Award winner Tim Lincecum, with Kershaw allowing one earned run in those games. That came on an eighth-inning homer by Chris Stewart.

"It's frustrating, obviously," Lincecum said. "But when you go up against a guy like that who's having a year like this, you've got to be on your game. Every run counts, so you can't go out there and give him a two-run lead and kind of put the ball in his court to put his foot down because he tends to do that a lot. And it's not just against us."

Kershaw issued his only two walks after Stewart's one-out homer. Kenley Jansen relieved him, striking out pinch-hitter Pablo Sandoval swinging and Carlos Beltran on a called third strike to end the inning.

"I love situations like that, tight games, especially when we're up by one," Jansen said. "That's a blessing just being a part of him getting those 20 wins."

Javy Guerra pitched the ninth to earn his 19th save in 20 chances. Kershaw hugged Jansen when the game ended.

"It's a testament to our bullpen tonight," Kershaw said. "These guys picked me up time in and time out. It's a culmination of things. When you win 20 games it's a whole lot of people helping you out back there."

Kershaw kept his name in the mix to win the NL Cy Young Award. He's tied with Arizona's Ian Kennedy for the league lead in wins and leads the majors with a 2.27 ERA. Kershaw's 242 strikeouts lead the NL, too.

"If I were to receive that, it wouldn't go lightly," he said.

Lincecum doesn't have a vote, but if he did he said it would go to Kershaw "just because of the numbers that he has.

"He's leading in a lot of categories and putting up a 20-win season is huge, especially with the team they've got. He's done a magnificent job this year. I'm sure (the four wins against Lincecum) will weigh into the decisions of people, but we're not the only team he's had great games against," he said.

Lincecum (13-13) extended his career-high loss total, giving up two runs and eight hits in seven innings. He struck out five and walked three. The right-hander got two or fewer runs of support for the 20th time in his 32 starts.

The loss ended the Giants' eight-game winning streak and dropped them another game behind Atlanta and St. Louis in the NL wild card race. They trail the Braves by 4? and the Cardinals by two with eight games to play.

"It hurts a lot, just because of the roll we'd been on," Lincecum said. "This is going to set us back a little bit. We've just got to pray for a miracle."

Jerry Sands homered leading off the second inning to help the Dodgers win their fourth in a row and move a game above .500 for the first time since April 29 against San Diego. James Loney's RBI single with two outs in the first gave them a 1-0 lead.

Kershaw became the first Dodgers pitcher to win 20 games since Ramon Martinez went 20-6 in 1990. The left-hander extended his winning streak to a career-high seven games and improved to 12-1 in 16 home starts.

"The whole body of work has been tremendous," Dodgers manager Don Mattingly said. "The kid's been doing this every time out for the most part. The performances speak for themselves. You don't need to politic for him."

Kershaw departed to a standing ovation with one out in the eighth. He left the stadium carrying a bottle of 2000 vintage Dom Perignon champagne decorated to commemorate his milestone by clubhouse attendant Mitch Poole.

"If this boy doesn't win the Cy Young, something is definitely wrong," said Dodgers slugger Matt Kemp, who went 2-for-2 with two strikeouts, giving him a career-high 182 hits this season.

The Dodgers picked off baserunners three times, with Kershaw involved twice. He picked off Beltran to end the first and later got Justin Christian, giving Kershaw eight pickoffs which leads the NL.

NOTES: Kershaw is the 16th 20-game winner in Dodgers' history. ... The Dodgers improved to 23-20 in one-run games, including a 16-7 mark at home. ... Beltran snapped an 0 for 9 streak in his career against Kershaw with singles in his first two at-bats. ... At 23, Kershaw became the second-youngest 20-game winner in Dodgers' history behind Martinez, who was 22 in 1990. ... Kemp was chosen by his teammates as winner of the Roy Campanella Award, given to the Dodgers player who best exemplifies the spirit and leadership of the late Hall of Fame catcher. ... Lincecum fell to 0-3 with a 1.82 ERA in his five matchups with Kershaw this season.
